It’s based on the premise that in New York City we have a Mayor, Borough Presidents, Councilmembers, all those folks, but if you really want to get something done you talk to the old lady who sits in the park all day, the retired piano teacher who strolls around the neighborhood, the tax accountant people call “Boss Lady.” When Bill Smith and Lydia Chin are hired to find the runaway son of the elected Mayor, that’s where they turn: to the real mayors of New York.
